Project Overview
The Town of Whitchurch-Stouffville has prepared the Water and Wastewater Master Plan Update to identify long-term water and wastewater infrastructure needs and servicing strategies to support growth to 2051. The Water and Wastewater Master Plan will:
Provide a strategic vision for the next thirty years to accommodate future growth.
Refine servicing strategies to reflect current priorities and the state of the systems and facilities.
Ensure safe, sustainable, and optimized water and wastewater services.
Provide a business case for the need, timing, and cost of water and wastewater infrastructure in an integrated process.
Opportunities for input will include two Public Information Centres as well as direct consultation. Project and engagement information will be available on this page throughout the study. If you would like to submit comments or be notified about future study activities, please contact the Project Managers below.
The Master Plan was initiated in 2022 and followed Approach #1 of the master planning process. While the Master Plan generally addresses Phase 1 and 2 of the Municipal Class EA (MCEA), additional investigations will be carried out at a later date and published to meet Schedule B or C project Class EA requirements or approvals through the Planning Act.

This study is being undertaken by Approach #1 of the Master Planning process as set out in the Municipal Class Environmental Assessment (EA) (October 2000, as amended in 2007, 2011 and 2015), which is an approved process under the Ontario Environmental Assessment Act. This approach involves the preparation of a Master Plan document after Phases 1 and 2 of the Class EA process where the level of investigation, consultation, and documentation will satisfy the planning requirements for Schedule A, and A+ projects and provide the basis for future investigations of any identified B and C projects.
