Note: Bramble Crescent from North of Edward Street to south of Millard Street is currently closed for public vehicular and pedestrian access due to active construction site. Please use Stouffville Arena Parking Lot instead of parking along Bramble Crescent and use entrance from Ninth Line and Recreation Lane to access the Stouffville Ball Diamonds and Track and other facilities in that area.

In February 2021 the Town of Whitchurch-Stouffville published the Environmental Study Report documenting the Schedule C process for proposed improvements to Edward Street. The recommended alternative included the reconstruction of the corridor with a fully urbanized cross-section that extended from Main Street to Millard Street. This included improvements to storm sewer, sanitary sewer and water main infrastructure. Upgraded hydro poles, street lighting and trees were also included as part of the recommended alternative.

Public Information Session

As a result of concerns expressed by local stakeholders, the Town agreed to provide a public information session on the progress of the project during the detailed design phase. This session will provide updated project information including design features being included in the design. You can find the presentation here.

Update

Edward Street Reconstruction detailed design has been completed and utility relocation works, such as, Rogers, Bell and Hydro One, along Edward Street from Main Street to End of Cul-de-sac have been completed.

Please be advised that the Town of Whitchurch-Stouffville has awarded the Edward Street Reconstruction tender to North Rock Group Ltd. The work consists of improvements to storm drainage, sanitary sewer, watermain, road, sidewalk infrastructure and streetlighting. Work is expected to begin this late summer 2024 and is anticipated to continue for the remainder of the construction season. The work will extend from Main Street to northern extent of Edward Street at Millard Street.

Please be advised that the contractor for the Edward Street Reconstruction Project, North Rock Group Ltd., is in the process of installing a temporary watermain along Edward Street, Rupert Avenue and Harold Avenue. This work is required to facilitate construction of the new watermain along Edward Street. As a result, a temporary water service will be connected to your property via the outside hose bib where accessible. Once the temporary watermain and services are working, the contractor will install the new watermain and services along Edward Street. This work is expected to begin the week of 21st October 2024 and is anticipated to be completed by mid-December.

What’s next

In preparation for the work, the Town has retained the services of Englobe Corporation to conduct pre-construction condition surveys of private residences. This survey will be conducted at no cost to you and is intended to document the existing exterior and interior (interior survey with Owner permission) structural condition of Edward Street residences. Englobe will contact residents shortly.

Additionally, the Town has retained the services of CIMA+ to provide full time site inspection services once construction activities commence.

What residents can expect

Any planned disruptions to driveways access or Town services will be communicated in advance. Please label your trash and recycling containers as the Contractor may be required to move these containers once work is underway. The Town is not responsible for damage or loss to privately-owned appurtenances located within the public road right-of-way. Please ensure that any such appurtenances are removed prior to construction. Traffic disruption is anticipated during construction and all required traffic control measures will be followed during the project.

Sump Pumps

Sump pumps that exit the house below the ground and are unable to be disconnected will be reconnected where feasible to the field drain system during construction. Please notify the Town if your property is serviced by sump pump.
