The Project

The Town has hired a civil consultant, EXP Services Inc., to prepare the detailed design of the reconstruction of Mill Street, Library Lane, Commercial Street and George Street.

Objectives

Along with ensuring the design meets all Municipal design standards, the design team will consider the site specific constraints and objectives:

  • The neighbourhood where these streets are located is designated as a Heritage Area in the Community of Stouffville’s Secondary Plan. Therefore, all design concepts and design elements will conform to the policies specified within the Secondary Plan to protect the nature of the streetscape, including landscaping, sidewalk location, pavement width and other design elements.
  • At the same time, a detailed review of the existing civil infrastructure, including underground infrastructure such as watermain, stormwater main and sanitary mains, and aboveground infrastructure, such as valves and hydrants, sidewalks, and road surfaces, will be conducted to confirm that the final product will suit the public’s needs for many years to come. The design will complete site investigations including Topographic & legal survey; Geotechnical investigation; Video-inspection of sewers; Site visits by the consultant to confirm infrastructure conditions, and detailed capacity analysis to confirm existing and future growth capacity. The end result will be a completed construction tender package ready for the Town to hire a contractor to complete the road reconstruction.


Background

The streets included in this project are Mill Street, Library Lane, Commercial Street, and George Street, all located within the designated Heritage Area in the Community of Stouffville.

Mill Street is a north-south road approximately 410 metres in length with an urban cross-section that connects to Main Street at the south limit, and ends at a cul-de-sac at the north limit. Though there are commercial buildings fronting on to Main Street at the south limit, this street is mostly comprised of residential properties, the north portion of which were built more recently, and includes sidewalk along the entire length. The Right-of-Way varies in width along this road, and the abutting houses vary in their setback from the roadway infrastructure.

Library Lane is a 115m long “L” shaped laneway that connects Main Street at its south limit to Mill Street at its east limit. The majority of the laneway is situated within the parking lot access to 6240 Main Street and is virtually indistinguishable from the parking lot. A 4.5m wide right-of-way runs east-west from the existing parking lot to Mill Street. Along this right-of-way, there’s private property and broken concrete curb running along the north side and businesses and building faces along the south side.

Commercial Street is an east-west local road with an urban cross-section that is located just north of and parallel to Main St. This road essentially functions as a laneway, providing access to residential parking on the north side and commercial parking lots on the south side for local businesses. This street extends 135m, from Mill Street to the west to Church Street to the east. Features of this corridor include a narrow right-of-way with very shallow setbacks to existing building faces and fence lines and concrete barrier curbs on the north side.

George Street is an ‘S’ shaped residential road with a rural cross-section, approximately 240m in length, which intersects Mill Street and Church Street, and is bisected by Duchess Street. This street has some sidewalk and storm infrastructure however it is not continuous.


Public Feedback

There is one Public Information Centre (PIC) being held for this project, to introduce the preliminary design and to gather community feedback about the existing conditions, problems and opportunities, and potential solutions. This virtual meeting will include a presentation about the study and a question-and-answer session with the project team. Following the meeting, a recording of the session and a copy of the presentation materials will be posted on this webpage for review. The PIC will provide an opportunity for interested parties to discuss the project with the project team and to provide feedback. The PIC will be scheduled at a later date and advance notification will be provided.
